Made 2 duplicates of the original layer. Named one lighten and the other darken and left the original the same. Lightened and darkened the layers. Merged them together. Burned in the bright spots and changed the contrast. I then color corrected the image adding more blue and yellow. The last step i did was to touch it up with the brightness/contrast tool adding a little more brightness and removing more contrast.
